Fixed if message is at maximum size, a Report does not go to reports forum

If a post is at or exceeds the maximum post size and a Report is made, the reporter gets a "thank you for reporting this message" response, but no report is made.

For the next three days, you can test it on this message:
http://6ad48211b822d6ea.demo-xenforo.com/150/index.php?threads/test-message-1.1/#post-3
Click Report, create a report and you will not see a report being created.

That is a very large post that greatly exceeds the current 10k character limit.

Current setup in demo site:
- Reports go to the same forum.
- Media Gallery and Resource Manager disabled

I found this bug because we found that reports can't be made on a large thread in our forums (XF 1.4.9).

This has been fixed now, thanks. There were a couple of other constraints which could have been triggered as well, but they're skipped now as well.
