XF 2.3 I screwed up the upgrade (Did not merge files)

I am now getting this error that I can not get past. Any hints? (ver 2.3 > 2.3.1)

Do you have access to your ACP?

Nope, when trying to access it I get:

"The site is currently being upgraded. Please check back later."

It is my server though, so I have full access.

Add this to your config.php file then access to your ACP and disable 3rd party add-ons not 2.3 compatibles.

$config['enableListeners'] = false;

That got me into the ACP, What I am seeing now is this at the Add-On Tab:

Can I disable them through phpmyadmin?

Complete the upgrade at /install/. You will need to re-upload any missing add-ons before re-enabling listeners.

Back up and running, will deal with the add-on problems myself, truly appreciate the help people!
