XF 2.0 I need my forum to be bilingual

I need users to be able to choose between English and German. How do I go about doing that?

You can create a second language in the ACP and translate it, or install a third party language pack, if one exists.

Only the XF phrases will be translated though - any user submitted content will naturally remain in the language it is created in.

Where in the ACP do I go?

ETA: Do I just translate each template and phrase?

With a language pack you can translate part of the interface, but not all interface words, not content. Google will not index your forums as German.
