XF 2.0 I need more control over banner stacking

It looks like with banner stacking it's mostly a yes or no thing. I've gotten rid of the Staff banner in favor of creating Administrator and Moderator banners, but due to the way usergroup permissions work, all of the administrators have both banners (because they are moderators also). I would like to be able to stack banners, but select which ones are used. The problem is very similar to this one, but I can't find an XF2 solution. Any thoughts?

Our problem is we find Staff Member too vague. We don't really want users PMing the Mods. So they need to know an Admin from a Moderator. Staff member doesn't accomplish that and there appears to be no other way.

I seems like it would require a mod to code that decides what banner takes precedence for mod staff. Which may be not a lot more than tossing an IF statement in somewhere?

Then as @Brogan said, you'll have to hire a developer to make a custom add-on for you.

I wouldn't mind a stackble and unstackable icon to click to choose whether the banner I make can be stacked or not.
