i have a question

i would like to change my domain URL, so would i just change the license info and tell my web host, or how would i do that?

Basically, you just need to move the files. If you point a new domain to the same location on your server (or to your server if you only have the possibility of one) your host doesn't necessarily need to know.

If your host actually requires knowing which URL is being used, yes, you will need to inform your host. Without knowing the host, not much help can be given.
