I found the man who stole other's add-on

Buy it from him and then report him to PayPal for fraud. Get his account frozen.
What? No then you're buying stolen goods from a thief who stole them from you. Dumb
It's not totally out there as a strategy to use...
PayPal prohibits the use of its service for transactions involving pirated or counterfeit items, and selling such goods violates their Acceptable Use Policy. If you believe you've received a counterfeit item, you can open a dispute through PayPal's Resolution Center.

If the Resolution Center reviews where you purchased it and can determine whether it is pirated or not (not coming from the official store/PayPal account used to sell legitimate copies).

But then you'd be playing whack-a-mole with PayPal accounts. So, it could be a costly endeavor as it's not too hard to get a verified PayPal account and divert money to another bank account not associated with the first.

I don't think Miss O understands the logic in why people employ nefarious methods to justify an end outcome. If people play it straight, they fail. It's the same line of thinking of a house burning down and that everything will be fine. How do most crime syndicates meet their end? By playing the game.

I'm willing to sacrifice a few bucks to ruin their internet banking experience. PayPal refunds too. Once your account is frozen for investigation, you lose access to all your money that's in it, and the accounts is unusable. And it's not just a simple email review to get it back, google it. Fight fire with fire.

It also (usually) takes a lot for Paypal to freeze or lock accounts, and you open yourself up to that happening to you if you do many chargebacks. And if you do manage to get their account frozen, they will just find a way to use a different one or they will use a different payment service.

The fight against add-on piracy is a losing battle, and the best you can do is to cut off their avenues of access or distribution while minimizing your own loss of time or resources.

This is why I'm concerned about disputing PayPal's decision not to give me $90, which they essentially stole or erroneously transferred somewhere else. I transferred it to my bank account, but it never showed up. They closed the dispute that "it did", with my bank confirming it never did. Going any further than this could put my account at risk, so it's a (tax-credited) $90 loss. You have to pick your battles with PayPal cause it could disrupt your entire business, as you've alluded to.
