is there a way to give people permission to demote other people lower than them on the website, not for the admin control panel for the website

You would have to create an user group with those permissions, otherwise like @Brogan mentioned it would have to be admin, because it is setup with those privileges.

Or you can give privileges to certain members, but you will have to do that in your admin control panel

@Godzilla Why do you not want to use admins to demote or promote members? It is more secure to use XF standard Admin groups for this function

so if I give them permission to do that they have permission to give anyone whatever rank

If they have admin privileges that is correct, they have any functions that you have set for that user group. To set user group privileges you go into admin control panel, select groups & permissions, then select user group. all the functions are there for you to assign per user group

If you just want to give a member certain privileges then you go into users in the admin panel and edit that according to what permissions you wish to give to that user
