I know there's an option in Style Properties > Header and navigation > Navigation > Sticky navigation element.

But it doesn't do what I want.

I would like the navigation row to disappear when scrolling down and reappear when scrolling up.

It would require both custom css and javascript to achieve. If you can code in both then it shouldn't be that hard to achieve, otherwise you'll need to get it custom developed. Also, keep in mind the default/current behavior of the "Sticky" menu is pretty standard across most websites using one.

However one of the best Navigation plugins for Wordpress, max mega menu, does exactly this what’s being suggested.

It makes sense to get more page space when scrolling down and the get nabe when scrolling up. Eg:

It is one of many options of that Wordpress plugin. We can't assume that option is used by everyone who uses the plugin.

The rest is just opinion, which is fine, this is a forum you should feel free to express it.

I personally feel hiding a single line menu at any point is unnecessary. The loss of a single line to ensure navigation of the website is visually accessible at all times seems a small price to pay. I find hiding it when scrolling down to be inconsistent and counter-intuitive with what I see and expect on most websites. Providing a clear, fixed trigger like a menu bar, or at least a hamburger icon on a mobile device, at all times gives a familiar experience I expect on all websites. Again, just my opinion.
