XF 2.0 How to make people reply to warnings?

As per title, I had a few users complaining to the fact they can't reply to warnings in order to clarify the reasons of it or in order to resolve the issue, so I was thinking it would be a good idea to let them reply to them rather than locking them, but I cannot find this setting in the admin control panel.

Any thoughts?
