XF 1.3 How To Make Noobs Create Threads That Are Moderated?

I followed @Brogan Implementing Permissions Across Multiple User Groups thread and have all noobs in the regular registered usergroup. My verified members are added to an additional usergroup that has more permissions. How do I make it so that regular registered members can create threads that have to be approved (moderated) and not affect the verified members so that their threads automatically go through as normal?

Oh okay so it's this part.

The first step is to configure the Registered user group with the base permissions all members will have. As we want all members to be pre-moderated initially, then the permission Follow message moderation rules must be set to Not Set (No).

The next step is to create a new user group, which we will call Verified Member, and in that group we set the Follow message moderation rules permission to Allow, while all other permissions stay at Not Set (No).

How to make it so threads can be moderated but posts aren't?

There is no option for that, it would require an add-on.
