I created some new templates, say, "test" and "test.css". Once I include the "test" into my page, how can I tell xenforo to load "test.css" ?

Add <xen:require css="test.css" /> to any template which requires it.

Thanks Brogan, I already have that in my template but it seems like the CSS isn't updating real time? After refreshing for a while, some of the classes showed up. Some are still missing.

Is there a template cache I need to clear somewhere?

Clearing out the browser cache should sort it.

Google Chrome can be terrible for this.
