Presumably you mean on your own site?

Just assign the permissions as normal for the node/user groups in question.

I was thinking about that solution, node permissions. but if I assign permissions to that node, It show this message:
--> (You have insufficient privileges to post here.) <--
but here in this thread https://xenforo.com/community/categories/resource-and-add-on-releases.71/
doesn't show that message.

The link in your first post is a category, not a forum.

Threads can't be posted in categories, hence why the message isn't shown.
