How to escape Microsoft blacklisting?

Evening All.

Hope this is the right place for my request for help. At the end of last year I jumped in to help the last admin on a board I’ve been posting on for years. Short story is we’d lost all bar one of the techies that set up the place back in 2006 and migrated to XF in 2012. The server was Ubuntu 10.x running XF 1.5 and it was broken. Fast forward to today and we are on the latest version of Ubuntu and running the latest supported XF 2.2 version with 2.3 on a dev server.

My one problem is that despite me introducing full DMARC (DKIM/SPF) compliance in our DNS records we are blacklisted by Microsoft (Hotmail, outlook and live). I’ve changed IP and we were blacklisted again within hours. All other major platforms are happy (yahoo, gmail etc).

Why is our site being blacklisted and how to change. I’ve raised a case with MS but got 0 response
 
How are you checking DMARC, DKIM and SPF records?
How many emails sent per day?
Sending through your own server?

Have you checked your domain name against multiple RBLs, using a tool such as https://mxtoolbox.com/blacklists.aspx ? If it's listed in any RBL, there's a good chance it's the domain that is blacklisted (and not just the IP) by the RBL(s), and Microsoft is using the RBL(s) as one of its spam filters.

Getting blacklisted by Microsoft can be tricky. Here are a few quick tips:
  1. Check Your IP and Domain: Make sure your IP address and domain aren’t listed on any blacklists. We use https://hetrixtools.com/blacklist-monitor/
  2. Review Email Practices: Ensure your emails aren’t being marked as spam. I recommend using some email provider like Amazon SES or PostMark and track what members mark the emails as spam.
  3. Contact Microsoft: Submit a request to Microsoft to delist your IP. Use their Delist IP tool.
Last year we had to reach them because one of the dedicated IP of our customers got blacklisted with no reason and we got a positive response from Microsoft:

It seems that the domain is not blacklisted. Since the website is not accessed through a proxy, I obtained the server's IP address, and it isn't blocked either:

Having said this, I think some DNS records could be missing which could be causing emails being rejected.
 
I completed the delist tool which is for office365 - it said I'd no problem but then queried if my problem was with hotmail/live/outlook (which it is) and provided me with a second form to fill.

I've done this and am awaiting feedback
