MG 2.1 How to enable rating of images for only one admin ID?

We wish to allow one Admin ID to rate images in MG. Can this the done?

Sure. Create a new group, call it Admin with MG Rating, give the permission, add the secondary group. Disallow for all other groups.

No need for a new usergroup. Set registered group to No, then set that one admin to Yes in user permissions.

This too. The group allows any future additions.

This sounds like the effect of giving positive permission to one user will override the negative permission of the group or groups they are in? Have I understood that correctly?

After you create the group you click to the user and add them to that group as a secondary group.
