XF 2.2 How to customize the post link ?

Notice that switch says "if possible". Your original example also has the # of the post at the end.
What language is your site in?
As for "customizing it". Pretty much what you've done, besides turning on friendly URLs as far as I know.
Do you have an actual working link to the site to look at?

Do you have 'Use full friendly URLs' turned on? It looks like that is adding the thread titles into the URL. You can try turning that off to see if that'll work for you.
I already turned on Friendly URLs. My laguage is vietnamese.

This adds the specific post number to the title also. Expected behavior as that's how XF tracks the posts.
If you are referring to the escape characters in your example... the Romanize Titles in URL is supposed to take care of that from what I understand.
But some characters reflect as you demonstrated, ergo the when possible in the comment of that function. And generally it's been Vietnamese or a similar Asian language every time I've seen it.[/code]

so, there is no way to modify it ? shorten url link is better for SEO ( for example Wordpress)

When you use friendly URLs, the thread titles are included in, so if the thread title is long, that's going to make it a long link. You can try unfriendly URLs, so the URLs are more like this: index.php?threads/1001

I'd say that's fairly short.

You can also try using something like this, with Friendly URLs, to limit how long thread titles can be: https://xenforo.com/community/resources/tl-thread-title-limitation.6849/
