XF 1.3 How to change "You don't have enough permission to create new topic in this forum."

I'm trying to change this phrase in my Tapatalk forum app, and according to Tapatalk, it's a XenForo system message that's passed to Tapatalk so they can't do anything. But I can't find it in my XF phrases...

That is not a XenForo phrase.

Search the phrases in the ACP and enter that text in the 'Text contains' field.
It is likely you have edited one of the phrases to that.

The search comes up with nothing. I'm fairly certain I haven't edited the phrase either. I think Tapatalk is mistaken about the origin of the text, because I've never seen XenForo refer to threads as "Topics".... I'll bark up their tree again.
