XF 1.5 How to ban a user from posting in a thread

Without banning a user from the entire site, I would like to keep them from posting in a thread they may be disrupting. Any way to do that? Thanks.

In the top right corner of the thread is a dropdown menu, select "manage reply bans"

Sorry ignore that, just noticed it's XF1 and I don't think it was in that.

Reply bans are in 1.4+.

Thanks. I see "Thread Tools" but nothing about "Manage Reply Bans" in that list.

I just upgraded so wonder if it's something I need to turn on in Admin.
