XF 2.2 How to allow /attachments/* viewable by guest?

How to allow xf.com/attachments/* viewable by all users including guest?

Even if the attachment file reside on private thread/forum (non accessible by guest)
So that I can served it from CDN.

ATM, it will return a 403 and login page for Guest.

If the visitor does not have permission to view the forum or thread (or any other host content), then they can't view the attachment.
