Add-on Paid Addon Request: Allow /attachments/* viewable by all users including guest

Even if the attachment file reside on private thread/forum (non accessible by guest)
So that I can served it from CDN.

ATM, it will return a 403 and login page for Guest.
Maybe disable the permission check for all attachments.

That will not work for private thread/threads under private forum.
