How to add the "reset the net" script?

I'm trying to add the script listed here: http://resetthenet.tumblr.com/post/84330794665/the-reset-the-net-splash-screen
But when I add it to my header and refresh my site with the added part in the url to display it, nothing is happening...

It works fine. I added it to my page_container_js_head template at the bottom. I did have to restart memcached and php5-fpm to get it to immediately take.
