Is it possible in xenforo that new users have to make at least 10 replies to other threads before they can make a thread themselves?is there any addon for this fucntion?

You can easily create such functions without an add-on under /admin.php?user-group-promotions/

Set the new thread permission for the Registered user group to No.

Create a new user group with the permission set to Allow.

Promote members with 10 posts or more to the new user group.
