How do I extend tablinks navbar to full width in fixed width layout

I have a fixed width layout that is based off of the default template. The secondary bar with "Mark All Forums, Search Forums, etc" is current fixed to the width of the forum. How do I extend it so that it matches the header? As you'll see in the image below, I'd like that bar to extend the width of the site.

At a guess you would have to move the tabs out of the pageContent div.

Look in the PAGE_CONTAINER template.
