How do I disable "Staff Online" widget and move the "Members Online" down?

In the Members online widget, uncheck this:



And set the display value to higher than the widget you want it to display under:

Should be Admin >> Aperance >> Widgets
Select the widget to move and change the order on the appropriate page.

No, it's not a separate widget. I figured out another way.

Go to Appearance > Templates
Select the style you want to modify from the Style: drop down menu
In the widget list, select widget members_online

Here you will see the code for the widget. Look for the members online and staff online sections (they are separate). Swap the order, click save, and now your staff online will be below members online.

Unfortunately they are coupled together. There's interest for making them separate, however xf doesn't seem to want to do that, which is fine, not a big deal.
