XF 1.5 How do I change a user ID?

I would like to change a user ID but is this possible via PHPmyadmin or via Xenforo?

you can change any username on the Edit User page for that user in ACP

Oh wait you mean change the user ID number...I don't think that's advisable

What I would do is create a new user and merge the old user into the new one.

If you wanted a specific user ID to be used, you would have to find that user ID and then if it was not used or abandoned, you would "assimilate" it in a similar manner - merge the source user into the destination user, and change the username.

Btw, I created a new user and I would like to merge it but I don't have the option to merge...
I'm only able to merge the new one to the old one but not the old one to the new one.

Yes, you can. The basis for which user is merged into the other is determined by which user account you are looking at.

Go to the other user and perform the process

I found the issue.
I removed the user from the moderator group and I merged it.
