XF 2.1 how do i add to the top menu

how can i add more links in the main top menu ? i looked through settings but i didn't see it anywhere.

I don't have Public Navigation in my admin area. Why?

I can't find that setting

If you're not a super administrator or you don't have it there for some reason, go to Groups & permissions > Administrators and edit your account if it's listed there or add new administrator.
