XF 2.1 How can the admin disable push notifications for a user?

I have a user complaining. Not only do they not want push notifications, they don't want to be asked about it again, and they want me to fix it. How can I change the settings for this user as an admin?

All I can think of is put him/her in a "no push" usergroup that has all the same permissions, but "can use push" set to "never."
