How can I set a standard footer on all emails sent for my site?

Doing that style of change is not exposed to end users.

It is possible if you enable debug mode, create an add-on, and then create the necessary email template modification in the ACP. (This does require some additional technical knowledge though.)

There is a footer that is sent out under each email right? Can I edit that?

The default footer is really just a link to the forum so no, it's not directly editable.
