XF 2.3 How can I let a moderator edit usernames?

Without making them admin?
I tried all permissions I could find and it's not happening.

You can't.

It's an admin level function.

What you could do instead is allow members to change their usernames on their own, but only with moderation. Then, you can give your moderators the permissions to approve/reject username changes.
