XF 2.0 How are compiled Javascript files created?

Hello,

I have followed the guide here:

What I would like to learn is how to properly create a file like the attachment_manager-compiled.js file. From what I can tell there's code that begins with flow.js and it's added to the top of the attachment_manager.min.js file to create the attachment_manager-compiled.js file.
