XF 1.3 Hot To Moderate External Links

I am looking for a way to do the following on my forum.

• Allow only certain member groups to post external links.
• Limit the amount of external links that can be posted in a post.

Is there anyway to achieve both?

Any recommendations? I found one from extra license but it does not address what i want it to do. It allows url to whitelist sites but I have not seen an option for group specifics and url limits.
