Hello.

I've created a staff forum for moderators to chat/test and so forth, I've gone to the node permissions and set the two usergroups "unregistered" and " registered" to "revoke" their access to the node but sadly its also hiding for the admin and mods too.

Literally after posting this I found a work around, in the usergroup permissions for administrator and moderators I've set the node permission from "inherit" to "allow".
 
When you setup mods (and admins), you're adding the admin/mod groups as secondary groups, so the regular permissions are usually carried over as well.

You can change this by manually changing their primary user group. This approach is taken as it allows tracking of the group changes and allows them to be removed when someone is removed as a mod, etc.

On a side note, if it's a staff forum, use the "private node" option and give your admins/mods viewing access.

I am using the private node feature but...
Is there any way to have the title of a private forum visible while hiding the threads?
