I think everyone has a different opinion as to what is suitable for off topic conversation and the description for XenForo's Off topic is "For those discussions that are not XenForo related." So it does open it up to all sorts of threads

hello, i like xenforo but seeing too many spam -or useless topics- is pushing me away from being active here. please stop publishing new topics of this kind and focus on constructive feedback.

Simple solution: Everytime you visit, mark the Off-Topic and Test Messages sections as read and you won't have to shuffle through the "spam" in your endeavor for new posts.
