I am trying to figure out where on the front end, I would be able to enable a full member's list. I have went to ACP > User Options > Enable Member List but when I go to Member's all I see are the most notable listings.
That is the correct option. On the Members page you should see a Registered Members link in the sub navigation. If not, you may have a style issue or conflict with an add-on.
