XF 1.3 friendly URL problem

I follow the instruction to enable the friendly URLs on my test server,

centminmod
php5.5.12
nginx 1.6.0

only one problem, I can not log in, it always take me to

http://test.site.com/login/login with a 404 error,
but browsing as a guest or login from admin.php first
it just works fine.

any inputs?
