XF 2.3 should bring relative improvements, but it's not a silver bullet if your scores are already poor. You can look at the diagnosis details to get a better idea of what can be improved. Many of the issues here stem from ads and analytics, but there are a few improvements you can make including:
1) Ensuring your style images (logos, etc.) are sized appropriately, optimized, and that the width and height style attributes are set
2) Setting a higher cache TTL, our use of cache busters means you can usually set a TTL of 1 year+
It also looks like avatars aren't being lazy-loaded, which I think could only be caused by an add-on.
