[ForoPL] Tacs Plus - Control tag position and see who tagged in threads

A lightweight add-on that enhances thread tags with two features:

Tag Position Control
Choose where tags are displayed in thread view:

• Top (default) — standard XenForo position
• Bottom — below messages

Configurable via Admin CP > Options > Tagging.

Tag Author Attribution
