How can I disable the option to add image with an URL from another site?

There is no built in way to disable the IMG BBCode, you would require an add-on to disable and remove it.

Turning on the image proxy will download them to your server for periods of time.

Also remember to add in your Image and Link Proxy Secret Key just above these settings
