Force entry in Fields

Is there a way to force an entry into fields. I have created custom fields to appear below the image which I would like to appear when a user uploads an image.

At the moment they have to go into the edit tags and fields tab

It would require custom development to force custom fields to be completed.

Also is it possible to change the order of the tabs so that a new tab can appear first?
