XF 1.5 Forbidden when trying editextra.css

I can't even add a new line of code to the extra.css. I get this error here

I don't know which it could be
- Mod_security
- File permissions which I recall setting those at the beginning of the install

The overall goal I'm trying to get to is making my logo smaller

That would typically be mod_security.

Your host should be able to help resolve it.

My provider said they were not seeing anything. Granted I may move it to my personal vps sooner rather then later cause I've never had this issue before.
