Browser issue Footer not completely displayed

I don't really know if it's a bug or if it's something to do with browsers but the footer is not completely displayed, you have to force it down with the mouse or the trackpad to see the part the lowest one in the viewport.

That's weird.
If I understood correctly 2.3.1 is active on this forum but it also just appeared on my forum in 2.3.0... even when changing browser...

Restarting my PC fixed the bug.
I'm going to sleep, i see bugs everywhere...
