Mike said to expect it sometime in April I believe. But in general, it will be released when a sufficient amount of bugs are fixed.

Thanks, basically, I will upgrade after the 1st round of bug fixes as it'll be more secure this way!

No not really. Security fixes (of which, there has only ever been 1 in 4 years) would be released immediately and you would be informed via email.

1.3 has been through multiple rounds of beta and RC's, it is perfectly fine to use in production.
