Fixed Filter list scrolls to non visible area

When I click on something that takes me to a filter list with a target location, for example
http://test.com/admin.php?styles/0/templates#_conversation_message

I won't actually see conversation_message link because it's hidden behind the header. I must scroll up a bit to see it.

The issue started in xf1.5, probably because the height boundaries were removed from lists.

This has actually always happened if you didn't use the Scrollable part on a filter list. (Try it on admin permissions in 1.4.)

That said, I've now added a general purpose JS workaround for this, at least for onload.
