It's the resource Add-On. It can be purchased from the Customers Login under Purchase Extras/Extensions.

It's nice for what it does. I have it and @Bob B's Showcase add-on. The Showcase add-on I have set up as a review section on one site and as a garage on another. It's "kinda" multi-featured on what you can do with it.
