So, it did manage to install the update completely after switching to CLI and back. Posting this here for reference for devs. Should have kept a text copy.

I've tried multiple times to install these betas and RCs on our LEAST used forum and it never works right.
With add-ons disabled, even the buttons such as "Clear" in the Admin panel are non-functional. In the forum itself, the text format bar never appears, and there's no way to actually post a message, since the text area is non-accessible.
All previous XF versions in that forum have worked fine. I am not running Restore with my backup tool to get it running properly again. This is no good.

There has been a lot of errors going from latest version to the betas. I tried on localhost and had to endup doing a fresh install.
I hope thats least used development forum and not live...

An RC4 release should be real close to GM. I am very concerned that I've never been able to get it to work properly for any late beta or RC.

Live but barely any activity these days. Also easy to restore.

yeah i do tend to jump in by third beta because i do not want to deal with direct upgrade to stable and deal with the issues that might arise. rc4 was the first time upgrade failed for me. though switching between web and cli upgrader sort of processed it and it seems to be working fine at my end

Issue/error also appears to impact addon upgrades with XF 2.2.16 ...

I had the same problem with the RC5 update. I've never had any such difficulties with previous XF beta/RC releases as with the 2.3 cycle.

RC5 was the smoothest update yet on 2.3 for me 
Just to follow up on this, it was due to CF Rocket Loader.
