XF 2.1 error on trying to upgrade

When i click on upgrade i am sent to a page that says:

Forbidden
You don't have permission to access this resource.Server unable to read htaccess file, denying access to be safe
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.

What do i do? The address is: /install/oc-upgrader.php

Contact your host - the issue is due to a server security mechanism (e.g. mod_sec).

I am the host. Any idea how I diagnose this? I don't exactly get given any clues.

can it be a folder access permission?

No reply? I ran the compatibility tester before purchasing the software and it said all was OK. Now you are telling me that my server is not compatible. Please clarify!

Still no response. Can't even tell me the packages that I should have installed. I see that we wasted our money and should have just gone with soe freeware stuff that would probably work. I don't use freeware software because i don't want to pay but it seems paying for software just guarantees you will get screwed and end up with more problems!

You have been told earlier to contact your host. It is most likely mod_sec and they will be able to identify the offending rule and whitelist it.
