403 is a generic server error. It can be caused by permissions or restrictions like mod_security. I suspect mod_security. The only way to know for sure is to examine the logs on the server. Ask your host to disable mod_security to see if that is the problem.

It appears to only effect threads/forums with hyphens - in the link, have you contacted your host about possible mod security issues?
My hosting says no , this is from my forums
+1 for mod_security, I've seen that being the cause of that issue before. You could try adding a disable statement in your .htaccess
It looks like you're on 1and1 and I have a forum running on the shared hosting without issue.

The issue is from 1&1.
Change URL to Full Friendly URL (Options -> Search Engine Optimisation (SEO) -> Use Full Friendly URLs).
But BB editor will not work.

BB Code Editor also produces error 403:
Post -> Edit -> Use BB Code Editor = ERROR 403
