XF 2.2 Enable CAPTCHA for guests on registration not working

Hello, what would cause the "enable captcha for guests" to not work on the registration page?

I tried with a test account, but I did not check the captcha box, yet it allowed me to register. It seems like it just ignores the captcha. I tried with ReCaptcha V2 and Q&A
