XF 2.1 Duplicate and move this bar to top?

I don't know what this is called. But I would like to duplicate this and move it to the top of the thread (like I did in this post )

Often I have a lot of images or texts inside a post and I have to scroll down all the time to be able to to edit it, or to use the quote, etc.

I want it on the top of the page so I don't have to scroll all the time.

I assume with a simple template modification it should be possible? Anyone knows how to do so?
