As designed download permissions affect view permissions when no download

If resource permissions are set to

view = yes
download =no

Then this works as expected when the resource has a download.

If the resource has no download, then only the first few lines of the resource description are visible, followed by the messagemessage:

You do not have permission to view the full content of this resource.
 
This is as designed, specifically to protect text/image only resources such as tips and guides. It's been like this for years and, here on XenForo, it prevents access to these types of resources being accessed by unlicenced users and guests.

Really?

That is very odd given the very explicit wording of the permissions:

View Resources
Download Resources.
 
There’s an option to control how much fileless resources are truncated, you could just set this to a sufficiently high number.

“Limit viewing of fileless resources without download permissions”

The view permission controls whether a user can see the resource at all - as in whether it appears in the resource list, whether they get a permission error when trying to access it.

The download permission gives you access to the resource content. In fileless resources, this takes the form of truncating the text.
 
But view resource does mean view resource in that if you don't have that permission, you no longer are able to see the resource at all in any capacity - it effectively disappears from the RM.
