XF 2.1 Downgrade expired user cron not running automatically

So 2 of my clients upgrade was supposed to end today but it didn't end and i had to run the cron manually myself for them to get downgraded

This is one of them who didn't get downgraded after it past his end date once i ran the cron they both got downgraded

The other client was supposed to end 3 hours before i ran the cron

Any idea why is this happening? no server errors.

User group promotions are only applied to recently active members.

Members who have not logged in for a while will be promoted/demoted next time they log in.

You can apply it to all members by running the user group promotion rebuild in the cache menu in the ACP.
